StandWithUs Midwest Applauds Wisconsin Legislature for Passing IHRA Antisemitism Bill

(Chicago, IL —  March 17, 2026) — StandWithUs Midwest proudly commends the Wisconsin State Legislature for its decisive and bipartisan passage of AB 446, a critical measure adopting the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism into state statute.  The measure passed on March 17 by a 66-33 vote. The legislation now heads to Governor Tony Evers for signature.

This landmark legislation, which passed unanimously in the Wisconsin Senate and previously by a strong margin in the State Assembly, comes at a time of heightened urgency. In the wake of the recent terrorist attack at a synagogue in neighboring Michigan, Jewish communities across the Midwest are once again reminded of the very real and growing threats posed by antisemitism.
 
AB 446 provides Wisconsin with a clear, internationally recognized framework to identify antisemitism — including its modern manifestations — and ensures that law enforcement and institutions can more effectively evaluate discriminatory intent and apply enhanced criminal penalties where appropriate. 

“This is exactly the kind of leadership we need in this moment,” said Yossi Held, Executive Director of StandWithUs Midwest. “At a time when antisemitism is not only rising but evolving, clarity is essential. By adopting the IHRA Working Definition with its full set of examples, Wisconsin is sending a powerful and unequivocal message: hate against Jews will be recognized, taken seriously, and confronted with the full weight of the law.”

StandWithUs Midwest extends deep appreciation to the bipartisan coalition of legislators who championed this bill, as well as to the many community leaders and partner organizations who worked tirelessly to advance it.

“We are especially grateful to Roberta Clark, Executive Director of the Jewish Community Relations Council of the Milwaukee Jewish Federation, whose leadership in Wisconsin has been instrumental in advancing policies that protect the Jewish community,” Held added. “We also thank Rebecca Weininger, Senior Regional Director of ADL Midwest, for her steadfast partnership and advocacy in confronting antisemitism across our region.

Their leadership—alongside so many dedicated community partners—demonstrates what is possible when we come together with purpose, unity, and resolve.”
